I am not an expert on Raman, but as far as I know, XRD and Raman are quite different. XRD measures the crystallinity, can determine the unit cell of the structure, and even atomic positions. Raman is a measure related to atoms or molecule vibrations, and there is a relation between Raman spectra and a structure symmetry. I would try to interpret them separately, and look for references of these structure spectra. Once you understand them both, you can try to make a relation, but XRD and Raman will not show the exact same information, once they are built differently.
First, you should think to your aim, what do you want determine? The sample purity, the percentage of pahses, structural data....You can try to compare the results of both the techniques, but the information that you can obtain are different, one is a spectroscopy the other is a diffraction. It does not seem to me that there are software suitable to compare the spectra with patterns...
