steady state condition can be achieved for homogeneous isotropic soil conditions. So, are you doing the analysis for homogeneous soil conditions or not. If soil is non homogeneous in nature then some modification is to be done in the flow equation. It is better to collect literature related to your work reported by ABAQUS based solution. Also, I suggest you to read ABAQUS manual for better simulation of your work.

Hi, you can try Ansys Fluent and it will give you an option to do steady state analysis.

You can use a default transient solver, if you case admits a physical steady solution you will get that.
