The first question:
I am researching wastewater treatment using plant leaves powders, when adjusting pH by HCL and NaoH leads to increased TDS and EC, I want a way to adjust the pH in the wastewater without increasing TDS and EC.
second question:
When adding plant leaves powders to wastewater causes an additional increase TDS and EC so what the reason and the way to reduce TDS and EC.

There is no way to add any substances to change or stabilize the pH without changing the EC and TDS. Other methods of changing pH do not exist.
A change in pH of wastewater will definitely affect the EC and or TDS values.
