You can only have one boundary condition on any given cell, so you can't have two overlapping recharges on the same layer. If you want, you can merge both recharges externally into one with either excel or GIS. I don't specifically know about mflab, but if there's no overlap, you shouldn't have any problem setting 2 RCH BCs on the top layer.

I'd recommend you switch to flopy. mfLab is outdated, as it hasn't got an update since 2015. Flopy is more up to date and has extensive documentation for these kind of issues.
