In my opinion, the main reasons are:

First, may be you and your colleagues or students are not citing your own publications. This is very important especially if you have consistent research line, this will help to increase the number of citation .

Secondly, It's better to publish in well known journals that comes under Thomas Reuters index such as IEEE, IET or the conferences sponsored by them which increases the chances of citation as the paper will be published on their website and IEEE Xplore website.

Unfortunately, the majority of Iraqi journals or the international electronic journal are not under the Thomas Reuters index which prevent a lot of researcher in the world, especially in high ranked university, from citing the papers published in these journals.

Number of reads is high as anyone just click on your publication, questions, projects it will counts. It doesn't matter he is in your area or not.

But citation comes only from those working on the same topic, read your papers, and found your work is related to their work.

So it is normal.
