I have an article about the psychological effects of the COVID19
Can anyone recommend me a journal to publish, with an Impact Factor over 1? And without publishing fees or with low publishing fees?

There's definitely a plethora you can choose from, but your field in consideration is important. It would be of high importance to avoid publishing in an entirely different field. If you're in any of medical fields, Asian Journal of Medicine is good with currently an Impact Factor (IF) of 1.77. Excli journal is free and with IF of 2+. There are hundreds more. In fact, on Elsevier site, Public Health is one excellent journal without Article Publication Charges (APC). Even, some journals are hybrid, meaning you have an opportunity to chose subscription-based and by that, you do not need to pay.
Lest I forget, on a general note, do not get confused about APC and put in mind that many of those journals that list thousands of dollars as APC (with IF of 3, 4, 5 etc) may waive for you even if they are strictly Open Access (OA) journals if:
1. You're from ANY of those countries with low economic index
2. Even if you're from anywhere, your official letter can speak good of your inability to pay
Therefore, do not get 'scared' of any journal to choose, only the POWER of your study will speak good of possibility to be accepted or not.

I agree with what has been said already. The US journals in psychology, medicine, and nursing would be interested in your article, also. One quick way to get a list of journals is to look at your reference list in this article. Those journals where you accessed background information would more than likely be interested in your current piece.
