The original PCR product may have been a non-specific band (with the same molecular weight as the "true" amplicon. That being the case, the second pair of primers would be unable to bind to the false amplicon and no band would be seen.

Agree with Douglas, you should sequence your PCR product to make sure it is specific, or not.
