Though I have institutional email, I don't have institutional access to WoS & Scopus, and can't download data for bibliometrics analysis. What can I do? or how can I get access into Web of Science/Scopus easily and extract data. Is there any other database that can also be used for the same purpose? Hope you all tell me how to solve this problem.

You can ask someone else to download the relevant data and send the files to you.
You can check Dimensions. It used to be free, I guess not anymore but probably way cheaper than the alternatives.
It is possible to ask someone with access to Scopus and WoS to download the data and send them to you.
You can use free databses, like dimensions and lens, or you can do collaboration work.

As you are aware, wos & SCOPUS are citation databases that you can use for scientometric analysis. The third database that exists in the world and is a citation is the ISC database, which you can use for citation analysis on the scientific productions of 54 Muslim countries.
