I want to know the instrument I need to use to characterize the graphene oxide or reduced graphene to get the bandgap, HOMO, LUMO and binding energy.

Optical bandgap: UV-Vis or ellipsometry
Electronic bandgap: STS (Scanning tunneling spectroscopy)
HOMO binding energies: UPS or EELS
LUMO energies: IPE (Inverse photoemission)
