what kind of geometry are you trying to mesh? 2D or 3D? if you are trying to create a user defined mesh with different mesh sizes for different domains in your geometry, this problem may rise when your meshing sequence is not correct. If this is the case, try to create the boundary meshes first with the required sizes, and then afterwards mesh the remaining areas. Can give a more specific answer if you upload your file.

Thanks for your response @ Waranatha, my geometry is 3D. Find  attached my files. The geometry is an assembly of different parts and the mesh sizes are different.  Let me know if you are having problems opening the file.
