The effective management of a new product development (NPD) pipeline is critical to guarantee the survival of the organization in the long-term while maximizing the creation of value. In NPD management, as in any other area, decision making is commonly broken down into three independent hierarchical levels: strategic, tactical and operational; where each level uses data and models whose degree of aggregation depends on their corresponding scope and their dynamic or static character. In principle, this decomposition strategy allows managers to concentrate on the variables that are relevant to each level and therefore generate decisions that will be reflected in optimal or near optimal performances.
The strategic level provides direction and goals for the organization; the tactical level sets the framework to reach the goals; and the operational level deals with the actual implementation of the tasks required to reach the goals. Recently, the trend has been to reduce this classification to two levels by grouping tactical decisions as strategic or operational according to the needs of the organization.
The interaction between levels is static or semi-dynamic and is allowed to occur in a well defined way: The strategic level uses average values from the tactical and operational levels, while the tactical and operational decisions are based on the fixed set points dictated by the strategic level.
A strategic decision has an overall impact on business operations, long, weak reversible and heuristic decision gait while running a local impact, short duration, highly reversible and alogorithmique gait.
In a company the strategic decision is linked to the vision of the company or promoters and tactics is related to the set of pr mechanism used to arrive at the company achieve strategic decision thus achieve the vision and objectives the company.
I agree all elements of decision making such as strategic, tactical and operational are important during the different stages of new product development. The question is what to use and when to use it during a life-cycle development of a product.
