As far as I know and the experience we (Iranian Electrical Engineers) had in our successful power system restructuring (in IRAN), in ED problem, the only constraints are generation limits, transmission losses, and transmission capacity limits while in OPF model voltage magnitudes and reactive power injections are also decision variables, and thus their constraints are added to the problem. As a matter of fact, ED problem is a simplified instance of OPF model.
An original OPF model which we had prior to power system restructuring, consists of minimizing the total generation cost (the Objective Function), subject to the generation limits, the load flow equality constraints, and the transmission capacity limits for all lines. Note that, this problem was solved by a central operator with full knowledge of the economic and technical data of the generating units and demand.
After power system restructuring and in the presence of the competitive electricity markets, a different clearing mechanism was appeared. Generating companies (GENCOS) submit generating offers to the wholesale market, while loads submit consumption bids. The Market Operator (or ISO in US or TSO in EU) then holds an auction to determine the accepted offers and bids, and the market-clearing prices.
The main goal of this auction holding is "Social Welfare Maximization" which is conceptually different from the previous objective we had before power system restructuring (Generation Cost Minimization).
I have to mention that, at the present time, Iranian Engineers can develop versatile software in power systems operation and planning and we do not need any foreign commercial software.

Well Independent System Operators (Regulators) play a key role in our de-Regulated Power systems ,Coordination Producer's,Consumers,and Maintaining Ancillary Services...These Functions were Controlled by Single Utility (Monopolistic-ally ) in the Past in Completely Regulated Systems.And off course Prices were adjusted depending upon Usual Costs (operation & maintenance+fixed costs + Interests) and Govt Interference in terms of Revenue Collection Targets ,Taxing etc...
