I'm interested especially in metal catalyzed system with simple olefin like cyclohexen, norbonene and 1-hexen. As the product of this reaction will be starting material of next step of my one-pot reaction, I need R.T. and preferably solvent free. Second step is really sensitive to proton, for this reason I need one oxidant without proton and soluble in olefin.
You could try a Jacobsen like Mn salen complex and iodosobenzene as the oxidant, I have seen benzene being used as a solvent in this case so it may be feasible to carry out neat if the complex and iodosobenzene are soluble enough in your alkene.
It may take some time to find a suitably selective catalyst.
How about an easily removed solid phase peracid resin?
