I am interested to know that is it possible to use a quotation of a speaker's speech from a daily newspaper with proper reference.
For example, in NewYork Times it was published that "Mr. X said in a seminar titled Y that the sun rises at east". In my writing can I use this quotation with proper reference.

Hard to answer this question without more information.... If you are a quoting a whole "speech" you use the double quotations or if a long quote - indent, write and then put author's name at the bottom.... Lastly if wanting to quote something inside a larger quote simply 'single' quote should work..

If you cite the source properly(including page number) and use double quotes and indents as necessary I do not see a problem
