How to validate conceptual framework before analyzing using SPSS or SEM?

You might want to consider the following:

Surveys / questionnaire / expert opinion can be used but it depends on the type of framework. Grounded theory can also be used to derive framework and the existing framework can be compared to new one.

One more option for validation is using real data and analyze results.

Usually I use the expert judgement to evaluate the items in questionnaire, are they already fit with the construct or not. You can use the method that use to create the questionnaire with  Thurstone scale 

"When conceptual framework is formed based on theories and past investigation" then  we can say that you have constructed the best theoretical  model based on:

Theory

Previous research and,

Logical basis

What you need now is to test if theory is consistent with reality. This test is easily done by collecting data and subject the findings to empirical testing!

You have validation in EFA (convergent, discriminant, face validity), in CFA (testing consistency woth a preconceived theory),..

Also yo could validate your "measurement model" and your "structural model".

I agree with Han Ping Fung, you can also prepared self structured iteration matrix (SSIM) with the help of expert and apply ISM method to construct a conceptual framework then validated it through SEM.
