It says that it will work only on linux, but I need to use this software in windows for project purpose.
I am not really sure why you want to use it in windows as there is no GUI there either. However, according to this website http://codonw.sourceforge.net/ there is a package that is available for windows (xp 32bit). Perhaps you can try to emulate a 32-bit windows xp environment to run it.
I think it would be easier to make your computer working dual-boot, this way you can run linux and windows on the same computer as a lot of people do it.

I'm not sure how well it will run on Windows 10, but if you have problems you could always use a virtual machine to install Solaris (v11 is the latest I believe) and try out the Solaris version of the software. The software looks quite dated though, is there anything newer you might use?
Finally, try reaching out to the original author for installation guidance, they might be willing to help.
