In return to our question, there are many steps to do this upgrade but of course with sufficient financial support, starting from developing staff and other employees, upgrading curriculum and syllabus, twining with other reputable universities, ....etc. I hope to get more active techniques for this issue.

How can we improve education at local level (in various states of India) where the quality of teachers is not good and they also do not have enough resources like Internet?
Few more points that I would like to stress upon:
More schools. The number of schools to population ratio is pathetic in India. There are still kids who travel for long distances to study. We still need more schools with basic facilities at the least.
More teachers. Though the blame mostly falls upon the teachers regarding how bad they are, look at the number of students they are forced to manage due to lack of more faculty. I know of schools where the same teacher takes English, Maths, Science for the entire school. Guess what happens to the teachers' mindset and the students' education?
Better infrastructure There are many schools which don't even have proper toilet facilities, properly renovated buildings, compounds, basic school supplies like board, chalk, paper and pencils.
Provide more autonomy to schools and staff Though the schools receive funds, most of the fund allocation logistic decisions come from upside down. Most often than not, the administration would not know the ground reality of the schools. Thanks to the abysmal standards of inspection. So, the teachers + parents should be given autonomy regarding fund allocations for school development. Stop all the bureaucracy crap that comes between students and education.
Enforce Right to Education The government has come up with comprehensive schemes to ensure kids are provided with education. Parents have understood the importance of education at large. Yet, there are kids who are denied their basic right. When we talk about improving education at local level, I would want education to be provided for everybody regardless of who they are.
Equip and empower teachers and schools Though compensation is the biggest blocker, there are other low hanging problems which can be solved. We simply can't blame teachers or the schools that they are not providing proper education to children. We need to provide them with resources like library with adequate books, better training on how to manage and educate children ( Will B.Ed alone suffice? ), educational tools.
