Dear Researchers,
I have created the soil user file and now working of LULC file. I have done almost all only remaining are following:
Townland and
Ruralland
Both belongs to urban landcover, so its code must come from Urban database and accordingly code ID will be assigned in the user define Land-use text file. AM I right?
Secondly, Desert, Dryland and Plaindryland I am still struggling how to replace them from the land cover closest category.
Could you please guide me how to fix these problems.

Your approach is correct. You are taking the correct path.
For the second approach I may suggest you to lump all three land types (Desert, dryland, plaindryland) into one type to the land cover closest category (the way you are trying to do):
Can you tell me the percentages which these three land use types cover the area?

Matching land use with SWAT code can be tricky. One reference is https://oldgeni.isnew.info/landuse.html where some conversion between classifications is suggested. I recommend finding the closest land use definition in your study area. Even if you miss finding a match a closest match will be sufficient. Most important is to correctly parameterize the land use for surface cover and hydrologic processes like runoff, infiltration, evaporation, etc. Calibration will help in making sure the parameters reflect processes in the study area.
