For example: the fiber glass can be modified by employing trimethoxysilane-based amines. This results in a fiber with amino groups. If this amino groups can be chemically bonded to your polymer, the adhesion of the fiber in the polymeric amtrix would be enhanced.
If you need a strong adhesion between filler and matrix substrate, I recommend functionalizing the filler to make a chemical bond to other functional groups of the matrix.
