Manganese-doped graphene oxide can be synthesized by a variety of methods. One study reported the synthesis of manganese dioxide/reduced graphene oxide composite electrodes using physical mixing, microwave-assisted method, chemical co-precipitation and electrochemical deposition (Fabrication of manganese oxide@nitrogen doped graphene oxide). Another study reported the synthesis of manganese-doped chromium sulfide with reduced graphene oxide (Mn-doped Cr2S3/rGO) by hydrothermal process (Structure and synthesis of graphene oxide).
I found a reference that describes the synthesis of graphene oxide from purified natural graphite by a modified Hummers method (Manganese dioxide/ reduced graphene oxide composite an electrode).

The **Hummers' method** is a widely used method for preparing graphene oxide (Hummers' method - Wikipedia). The method involves the oxidation of graphite to introduce oxygen molecules to pure carbon graphene. The reaction occurs between graphene and concentrated sulfuric acid with potassium permanganate and sodium nitrate acting as catalysts (Hummers' method - Wikipedia). The process yields approximately 188 g of graphite oxide to 100 g of graphite used (Hummers' method - Wikipedia).
An improved method for preparing graphene oxide involves excluding NaNO3, increasing the amount of KMnO4, and performing the reaction in a 9:1 mixture of H2SO4/H3PO4 (Improved Synthesis of Graphene Oxide).
A safer modified Hummers' method for the synthesis of graphene oxide with fewer toxic chemicals has also been developed. This method includes all former developments but with key improvements. It consists of carrying out a reaction of graphite powder with KMnO4 and NaNO3 in concentrated H2SO4 (Safer modified Hummers' method for the synthesis of graphene oxide with fewer toxic chemicals).
In one study, graphene oxide was successfully prepared by oxidizing purified natural flake graphite (NPG) by a modified Hummer’s method. GO was later thermally reduced to synthesize reduced GO (rGO). The GO synthesized by the modified Hummer’s method was found to consist of stacks of GO sheets. These stacks were found to have a thickness of about 1 - 2 μm (Synthesis of Graphene Oxide (GO) by Modified Hummers' Method).
