A closed circuit test track basically is for people to race and therefore has no speed limit, right? So how can I differentiate speeders and non speeders by carrying out test drives on test tracks since speeding is define as exceeding the speed limit or driving too fast for conditions?
You could put up speed limits for the sake of the experiment, but even then I don't know how useful that would be because a test track is not a natural driving environment and so I wouldn't expect that the observed behaviour would necessarily reflect a natural behaviour. It almost defeats the object of naturalistic testing in the first place. Of course, this depends to some extent on what you're studying, but if it was anything mildly related to driving on a test track then I wouldn't expect that you'd be that interested in speeding behaviour.
The test track is indeed not ideal for your research question. Because most drivers will try to behave according to your instructions.
As the other two I'd recommend putting up signs limiting the maximum speed. You should avoid having an observer in the test vehicle so you'd have to measure speed via GPS or vehicle data.
Maybe you could try to induce speeding by varying instructions or using an incentive. e.g.: "Your task is to drive through the test track as fast as possible (without violating the speed limits)". The fastest driver will receice an additional award.
