If you display the picture, one could propose a signal processing method to smooth out the abrupt the high frequency abrupt changes in the intensity of the pictures. Are these abrupt changes due to the blocking artifacts in the codecs.

So one has to match the block boundaries by using averaging filtering.

It is advisable to locate the cause of such artifacts and then find the suitable signal processing to eliminate it.

You can also make a discrete transform to the picture and then try to attenuate the high frequency components.
