A good option is to provide facilities to offer housing to pregnant women who are in high risk obstetrically.  Placenta previa is one of them.  These women may be transferred to perinatal centers, or hospital where they can get a cesarean section as soon as they are diagnosed, in 28th  weeks of pregnancy, for instance.  Without waiting for complications to occur.  Midwives can inform obstetric centers, and they can provide a bed in the obstetric ward, or a small lodging facility for the mother. 

Placenta previa major needs to be delivered by C section surgery in a hospital setting, as the mother has a great risk of heavy bleeding with threat to her life. In  the 3rd trimester of pregnancy with any vaginal bleeding,she must be sent to nearest health centre or hospital for further evaluation . If  diagnosis is confirmed then she must stay in the hospital  or near by where she can access hospital at any time if there is an emergency.

As said my colleagues, PPV is a dangerous condition for pregnant women. The treatment is CS. In DRC, CS is performed by Ob/Gyn specialists and also by physicians who are not  Ob/Gyn specialists. In some remote rural area, a trained nurse can perfom CS. Ultrasonography apparatus is more and more available in DRC, the diagnosis should be relatively easy. The attitude we adopted is to keep the pregnant women in the hospital and to perform elective CS.

Removal of placenta in lower segment is usually easy as with non previal placenta. But frequently associated with PPH which require effective suturing and of course may land up in Hysterectomy.
