I need to use some statements from EU regulations in my paper. I'm not sure if I should paraphrase them or bring the exact sentences in quotation marks since they are regulations?
In scientific articles, the exact sentences taken are shown in quotation marks. When you express a value other than in your own words, you only need to refer to it. If you are going to write the whole paragraph on the subject you are talking about, you can specify it inside and smaller characters than the beginning of normal text. However, if you are going to use it to support an idea that you will put forward, you can express it in your own words and only refer to it. However, legal texts are usually not shown in quotes. Just make a reference.
However sometimes it's better to quote the exact words, especially when talking about law. You can avoid any misunderstandings and be precise like the lawmaker wanted to ;)
