How to prepare wijs solution(iodine monochloride soluton) for the determination of unsaturation in oil?

I'm performing iodine value test to find the unsaturation present in the oil. but I am facing problem at the endpoint is colorless. I'm not getting what is wrong with the wijs solution that I'm having, which gives white precipitate in dark blue coloured solution at the endpoint.

Details of Wijs solution used: Iodine monochloride in 1M acetic acid (SRL chemicals & NICE chemicals)
