How a strong non polar molecule/polymer with having single or two amine/hydroxyl ions can be neutralised? Can it be done any desirable organic solvent with conc HCl? I had tried with water but unfortunately no results!

Amide are neutral, why do you need to neutralize it with con HCl? How?
HO ion? HO-? How is it possible HO- existing in a non polar molecule? Wrapped in?

KOH will not be strong enough to convert CH2NH2 to CH2NH-.
And NH2 in your picture is amino group, not amide!
From CH2NH- to CH2NH2, H2O/HOR will do well.

May be it will be useful for you to read about anionite neutralisation. Standart industrial laboratory procedure of determining dynamic and static capacity of anionites (polysterene polymer with a lot of CH2N(CH3)2 or other amino groupes consists in rather long time washing (titration) of polymer in a burete by HCl solutions
