My research question is: do parents with low SES have a higher chance to send their child to a lower quality daycare service?

Data have been gathered among parents (>3000) whose child attended a childcare service. The quality of the daycare has been judged by independent experts (so there is 1 score for each daycare service; we have about 300 daycare services). So while parents differ in terms of social background characteristics, when they send their child to the same daycare the quality score is identical.

What would be the best way to analyse these data and answer my research question:

Should I aggregate the background characteristics to the group level (but it seems to me that this will not answer the type of question I want to answer)

Should I disaggregate the quality score and run a simple regression (but then I do not take into account the clustering in my data).
