Integrated management is often used as the preferred approach but not executed well by most policy experts. Integrated management of any natural resource requires clearly defined outcome based approach. Outcomes must cover environmental, social and economical aspects.

Within environmental aspects alone a range of factors such as climate change, land use, water quality & quantity, biodiversity, human values/use, energy efficiency and cost benefit analyses have to be considered. Often trade-offs may be needed among the above factors (and within social and economic) to gain certain outcomes.

All the above may warrant local community or stakeholder participation and consultation to make the implementation phases effective.

In short, while processes are important to achieve outcomes, clearly defined and accepted outcomes are the ones that would require focus and monitoring in terms of success or failure.

If the task is long-term, the approach has to be divided up in manageable short-terms to assess any progress, effectiveness and any tactical changes required.

The key focus should be in effective governance, improved capacity, and adequate financing to address the increasing challenge of satisfying human and environmental requirements of integrated management.

Indictors can be develop based on; climate, water quantity, water quality, governance, populations, extreme events, technical capacity etc.

Actually I am searching about how and what aspects of the " Integrated water management" may help the sustainable management of the current water basins in the Turkey. The " Integration" approach is completely new in Turkey. As an Urban planner, I am trying to identify the role of Urban Planning in the process...in fact, there is no any specific position for Environmental and Urban Planners in the whole process in Turkey...

Trying to find the real experiences of the Integration water basins implementations in the world, it adds more complexity....

As main criteria, do you think technical and governance dimension should be considered beside the triple criteria of sustainability??

Energy efficiency and cost benefits, or the human values are not considered in the economic and social criteria as well??

How the management of water basins link the urban water structure in view of integration is another question of me...??

Or what is the role of cultural and historical criteria in the process??

The users participation as stakeholders in which dimension is more necessary??

All good and relevant questions.

As a first step you need sufficient information on the history and status of the water basin such as hydrology, hydrogeology, water quality, land use, activities which cause water quantity and quality issues, the use of water (recreation, consumption, discharge, aesthetics etc.).

Using the above information identify the key issues and affected parties/stakeholders (e.g. water users, polluters). In the urban context, the agency that manages storm water, wastewater and water network will be the key stakeholder. Any decision the agency will make will affect the wider water users that are served by the agency, hence the it is agency's responsibility to keep their users in the loop and consult.

As a next step identify the anticipated outcomes. To do this you need all stakeholders. Stakeholders must have sufficient interest in the water basin as polluters or users. Share the state of the environment report developed with the stakeholders and request the outcomes they wish to achieve and the timeline.

Using technical experts review and list all available practical solutions (including regulations) to achieve the outcomes. Work out cost benefit analyses of the solutions. As I mentioned, solutions have to be based on integrated approach across the triple criteria.

Consult the above with the stakeholders and agree on solutions.

How governance is managed to execute the above is dependant on the local or national regulatory framework and the regulation. It is good to separate governance from the technical group, but there must be an direct advisory role for the technical group.

The key for success is to grasp the key issues and solutions and maintain simplicity. We cannot resolve all issues arising within the integrated management framework, hence there may be trade-offs and dropping low priority issues.

As you said, I start working on the structure of the water basins and the related aspects....

Interesting the points you mentioned about the stakeholders participation...I plan

also to use the experts and waters managers to identify the main criteria which may work for the Turkey Cases....By the way, I think the AHP method might work for decisions making.....!!!
