well, it depends the direction of electric conductivity you want to measure, sheet or cross? It would be different. Cross-direction, graphene is semiconductor at 0 band gap, and it can be measured as HOPG. Regarding to sheet direction, I agree with Christian's idea

You can deposit a thin layer on a high-quality dielectric like a quartz slab. Then, you place this slab inside a microwave waveguide, normal to the propagation of the wave. Finally, from the reflection and transmission of the loaded waveguide you can extract the conductivity of your thin material. Look at this paper from EPFLausanne.
