If I soak 1 g tea powder into 100 mL aquades for 12 / 24 hour, can we assume that it is a 10000 ppm sample, not the extract, just the tea powder liquid (sample)? and if Yes, could you give me referention that relate to my question?

Your consideration is valid. You don´t need a reference for this since this is common knowledge in chemical research; you simply quote: 10,000 ppm (w/v) of tea powder. This is a usual practice for dyes or other ingredients in the pharmaceutical and food industries.
However, since the value of your concentration is quite high, probably you should consider using % (w/v) or simply g/L, instead. In your case this would be 1% (w/v) or 10 g/L. These values are smaller and give a better idea of the amount of the powder in the solution.

The concepts and definitions of concentration units are basic knowledge in chemical research. You may find this in any Analytical Chemistry or Chemical Engineering textbook. So you don´t need a journal cite, you need a textbook reference.
I don´t know if what you want to know is how to get 10,000 ppm from your solution components. If you have 1 g of tea powder in 100 mL of solution, then you have a 1 x 10^-2 g/mL tea powder solution. Then you know that 1 ppm = 10^-6 g/mL. So the concentration of your solution can be converted to ppm as follows:
1 x 10^-2 g/mL x ( 1ppm / 10^-6 g/mL) = 10^4 ppm = 10,000 ppm

Your calculation is correct and don't need citation. It is a common knowledge.
It we have to use solid tea powder than make a geometric dilution with inert substances and take it in PPM
