I have used the following protocol: -
1. [Chitosan - Low Molecular Weight] = 1 mg/ml (in 1% v/v Acetic Acid); Solution pH = 4.6
2. [Alginate - Low Viscosity] = 1 mg/ml; Solution pH = 4.9
3. [Na-TPP] = 1 mg/ml; Solution pH = 9.0
5 ml of Chitosan is added drop wise to 5 ml of Alginate solution with constant stirring at 600 rpm (magnetic stirrer). Then immediately 1 ml of TPP is added drop wise to the Alginate/Chitosan mixture. Then, the mixture is kept on stirring (600 rpm) for 2 hours and 30 minutes.
Observations after 2 hours and 30 minutes: - No microparticle formation; The microscope image of the mixture shows small fragments of polymer floating.

In order to elaborate chitosan nanoparticles, Briefly, sodium tripolyphosphate solution (0.75 mg/ml) was prepared in deionized water. Forty milligrams of chitosan was dissolved in 80 ml of 1.5% (v/v) acetic acid. Afterward, chitosan solution was added dropwise to sodium tripolyphosphate solution under magnetic stirring at room temperature, and then, an opalescent suspension was formed.

You may need to increase the mixing speed, also to form a microparticles in using this method you should form suitable emulsion using oil with appropriate viscosity..
