Additionally I would suggest this short doc http://qe-forge.org/gf/download/frsrelease/204/922/QE-on-Windows.pdf and http://qe-forge.org/gf/download/frsrelease/204/926/qe-5.3.0-32bit-serial.exe or http://qe-forge.org/gf/download/frsrelease/204/925/qe-5.3.0-32bit-mpich2.exe for much quicker computation and very simple installation unless you want to self-compile.

I think the easiest way to using QE in windows is using bash in windows 10 and compiling the QE like ubuntu. I'm using this method for more than 1 year and works like a charm.
