I am working on a follow-up data set in SPSS in wide format for which ~ 400 cases were lost to follow-up since baseline. I am looking to insert the lost cases and their variable information as system missing based on the patient ID.
E.g.
PID0001
PID0003
PID0004
PID0005
PID0007
etc.
to
PID0001
PID0002
PID0003
PID0004
PID0005
PID0006
PID0007
etc.
I am hoping there is a simple solution using syntax so I don't have to do it manually.

Just add the formerly "lost" cases to the bottom of your data set (whether manually or by merging files by "adding cases"), then sort the full data set by ID number. (In spss: Data/Sort cases.../ and use ID as the sorting variable.) Be sure to save the final, sorted set.

If I understood your example, the first (shorter) list of IDs you showed was for people who have follow-up data, and the second (longer) list of IDs was for people who have baseline data. If I understood correctly, then perhaps the following example will be helpful to you. Copy the code, paste it into a syntax window, and execute it. Then study the output. HTH.
* Generate some baseline data to illustrate.
DATA LIST LIST / PID(A7) Y0 (F1).
BEGIN DATA
PID0001 2
PID0002 4
PID0003 6
PID0004 8
PID0005 5
PID0006 3
PID0007 7
END DATA.
DATASET NAME baseline.
* Now generate some followup data.
DATA LIST LIST / PID(A7) Y1 (F1).
BEGIN DATA
PID0001 4
PID0003 5
PID0004 9
PID0005 5
PID0007 8
PID0009 5
END DATA.
DATASET NAME followup.
* Match-merge the two datasets with PID as the key.
* Sort both datasets on PID first if that has not been done.
MATCH FILES
FILE = baseline / IN=t0 /
FILE = followup / IN=t1 /
BY PID.
EXECUTE.
DATASET NAME merged.
DATASET ACTIVATE merged.
VARIABLE LABELS
t0 "Has data at baseline"
t1 "Has data at followup"

VALUE LABELS t0 t1 0 "No" 1 "Yes".
CROSSTABS t0 by t1.
