You might try a different inducer, mitomycin C is the commonly used to induce the recA promoter (or UV irradiation).

Also double check which E. coli strain you are using. Most typical lab cloning strains are recA mutants and you will not get induction in those strains. You need to be using a RecA+ strain, you will not get induction in recA- strains.
