simply, I can put a PI block in simulink and specify gain and sampling time ..
BUT this time I need to remove this block from simulink and put a function block, where inside, I can set Kp .. Ki.. Kd .. sampling .. FOR DISCRETE SYSTEM
so, is there a function in matlab which can do so OR I should write the PI equations "manually" inside that function block???

You will likely get a "syntax error" message, if you write "Kp + Ki/s" or "Kp*(1 + 1/(Ti*s))" in the Simulink's Fcn block's input field. The Fcn block can only handle static functions, with the arithmetic operators and elementary mathematical functions. It cannot perform the process of integration (1/s).
If you insist to build the PI controller in the form of a User-Defined Function block, then I'd recommend the "S-function" block because it can handle dynamical equations, though I suggest you to follow Dr. Harald Kirchsteiger's advice for simplicity.

You can write the function in the kp (1+1/Tis) in block diagram and write the values of kp and ti in workspace
