I think it can be done only if you know what kind of inducible or constitutive promoter(s) you would like to look for, and if you have well-characterized sequence information on the related promoters.

I am not sure a tool can be used directly. However, depending what organism you have, you can extract a list of transcription factors and transcriptional repressors and activators and check whether their binding sites exists within your promoter (this of course does not tell much about the basal level of expression). You can check the nature of the regulators that you defined and see how they regulate the promoter. You can use homology search of your candidates against well annotated organisms (e.x Saccharomyces cerevisiae) if your candidate factors are not well studied in your organism.
