A quality paper with experimental analysis, after a year + of trying(submissions), the Editor says--Reject this paper. Reasons - Outside scope, the work does not fit the journal's purview, or the experimental approach was judged inappropriate or unconvincing.Yet, the work satisfies these complaints.
