Corruption can be minimized by creating awareness among the people. Introduction of citizen report cards that provide feedback on public services.
An individual card might not seem meaningful in itself, but a collection of hundreds or thousands of completed cards can generate new perspectives on government performance – which can then be shared with media and used by the public to bring about change.
A specific time frame should be introduced for every work. If the concern officer could not complete the work within time frame he/she should be punished.
The corruption in USA and euorope is big and include big and high personal.but there are ways of cheating and escaping from law and rules.therefore we need:
1-more intelligent
2-more laws and punishments
3- use educated well trained peoples to manage institutes not corrup peoples .
The anti-corruption policies could be divided into two main strategies: the penalty (law enforcement) and non-penalty channels. For non penalty, it may include strategy to improve the system (e.g. good governance, fraud control plan, integrity and anti-corruption values)

The problem of corruption is because of the system that cannot trace the money transfer and get the peoples who steal or get the money outside country to outside banks.
as you mentioned that corruption is disaster for all globe. we should get some literature review of corruption problem and there solution. corruption is highly common in countries where no auditing and official are free to practise what they want to do so. the only solution of corruption is that to establish non political influence authority in country which should have authority to analyse inflow and outflow of money. 2ndly social campaign about corruption and stable a rapid force to action quickly on the response of citizens give punishment them publicly. because when its precise become easy everyone will try to do it repeatedly. it problem no need any compromise just react extreme on this case because it not individual problem its national problem solution is also for nation
