I suggest you send it to an established specialist journal that knows the field and the leading researchers in it, so does not need to get submitting authors to do its background work for it.
Many journals ask for a list of reviewers, these are just your suggestions and the paper need not always be handed over to the reviewers that you suggest. As you might have come across many authors during your literature survey, you can easily make a list of reviewers based on that.
