How to get 4-5 nm layer of oxide on any metal layer at normal laboratory conditions and room temperature?

I tried to get the 4-5 nm layer thikness of any metal oxide layer on glass/ silicon but thickness was sufficiently high and the required value was not achieved. Please help me out in this regard
