I'm trying to visualize your problem from the error perspective. If your error signals are defined by
eP(t) = xPref − xP(t)
eQ(t) = xQref − xQ(t)
where xPref and xQref are the reference signals, and the initial conditions of the states xP(0) and xQ(0) are known, then the initial errors can be determined by
eP(0) = xPref − xP(0)
eQ(0) = xQref − xQ(0)

I think there is no initial value constraint on error it is determined in real time during simulation from the given equation of error as its not a state variable it self.
