There are no proved to work methods to do that. But the following possibilities exist:

1. Scan promoters for binding motifs.

2. Analyze co-expression between TF and a gene of interest.

3. Analyze differential expression between conditions 'knocked out TF' and 'wt'.

4. Analyze ChIP-seq data for your TF.

What to choose depends upon what kind of data you have. Option#4 is, obviously, the best, but such dataset need to exist. Then, option#3 and option#2. Again, finding such data shall be considered luck. Most likely, if there are many TFs on the list, one would have to use option#1.
