The reviewers will normally evaluate the scientific articles according to the terms of the journal and its specific criteria. The reviewers will be invited by the editor of the journal. The reviewers who have the experience and the scientific qualification will be selected in the same subject for the purpose of evaluating the research and its quality for publication in the journal.

Of course, the best and fastest way to do this is searching RG. The Google Scholar is also a good sea4ch engine for that. And the Web of Science is also certainly the best way however you should have access to it.

I think that the reviewers of any scientific journal must have some scientific qualifications, especially the compatibility of scientific expertise and experience in the field of evaluation and have a desire to speed up the completion of the evaluation and can be reached by the editor through the identification of their CVs on the sites of universities and institutes on the Internet and the editor to contact them

You are on Researchgate obviously, so you are already interacting with many of them. Look at their Introductory notes on the Home page. Check their Researches and Info pages. Look at the quality of their research contributions in terms of publication citations and recommendations. Look at their abilities to address on-the-spot-problems (expertise through answers to questions) in the field of Technogenic and Ecological safety. Finally, like Dhia said, tie up with their university platform for a more comprehensive CV. Reach out to them, interact, seek another opinion by recommendation to a board, if any. Take a decision.

Offer to pay for the reviews! If you contact someone with a relevant PhD in the field of study, $50-$100 might not sound like much of an incentive, but it might just get a review from them that is on time, comprehensive and constructive. A small gesture, but it indicates you value their time. I sense a growing resentment among researchers that they have to write and format the paper, pay publication fees, pay open acces fees, then their colleagues have to review it for free, then they might even have to pay (via university subscriptions) to read the research!

This situation really exists in the practice of some scientific journals. However, for many magazines (especially beginners), funding is a big problem.

Peer-reviewed journals often invite authors to list possible reviewers. It’s not always possible to believe, but these people should be tried as reviewers. The second list is the authors of the best articles already published in your journal. The third - the authors of good articles on the subject of the journal in other, even competing journals. Thus, it is possible to create a pool of reviewers by defining the reviewers for each article on the principle of "maximum distance". It is not necessary to overstretch reviewers: 1-2 reviews per year are more than enough. Invitation to everyone - it is a non-optimal way as to go wrong is human nature, especially about themselves.
