These days, finding a good journal to publish work is the most difficult thing. So many researchers are not finding the way to publish their works. so in view of this, how to find a journal which is genuine, transparent to publish the works?
I think that more and more researchers are using ranking lists such as SCIMAGO or Web of Science - although the rankings have their problems, it is at least a guide to journals that you will benefit from publishing in.
Finding a genuine publication outlet is not a too difficult task if you apply the right resources. However, I agree that a considerable number of fresh authors become preys of predatory or pseudo publications. To avoid this, one can follow some/all of the following guidelines, if the target journal is not familiar:
Concern the reputation of the publisher. If the publisher is new to you, then contact an experienced colleague or check whether the publisher is identified as predatory by someone/something (e.g. Beall's list).
Consider the affiliation and qualifications of the editor-in-chief or editor.
Check the geographical diversity and reputation of the editorial board.
Check whether the journal is indexed by well-known abstracting and indexing databases like Web of Science and/or Scopus. Verify this from the original source(s).
Check the peer-review policy of the journal.
Specially consider the time to publication from submission. It should allow sufficient time for a genuine peer-review process.
Availability of a persistent identifier (e.g. DOI) is also a sign of a reliable publication.
In Brazil, where I live and work, the government sector responsible for coordinating research and posgraduate school has a ranking of scientific journals, the "Qualis". I think international impact rankings can be good benchmarks for researchers' choices.
