I would like to fabricate a thin film using polymer mixture of high k dielectric oxides nanoparticles, on to the ITO/PET substrate using electrospinning method. Is it possible?

Electrospinning may not be a good idea.. either electro-spraying or spin coating will be more appropriate.

electrospinning makes nanofibers that after thermal treatment, necessary for solvent and polymers evaporation, remain as nanofibers or nanoparticles. To have continuous and "flat" thin films from liquid precursors it's better to use spray, spin or dip coating.

Electrosprayed films would be good in electrical and optical properties because of better structure compared to electrospinning.
