How to download the complete library size from Zinc/DrugBank and Pubchem?

I have tried to download libraries from multiple reputed sorces like Zinc15, DrugBank and Pubchem but I only get a very small portion of the full library size. For instance, the Zinc15 library named "All substances" only give 2121 sdf files when in reality it carries billions of molecules. Can anyone tell me how can I download the full size of the library?
