I think the key solution is to ask the universities to open their doors to international education standards which make their student more familiar with quality evaluation criteria and work to reach them.
Teaching-Learning is an essentially is an inseparable part of the culture of any society. Hence no education process can be effective unless it is in tune with the culture and is in syn with cultural ethos and practices.
Therefore, for Middle East Nations to make their education program a success, you need to identify your learner's characteristics and devise education policy and practice accordingly. You cannot import a practice from somewhere else and paste it in your system. Unfortunately most of the countries tend to do so causing 'lack of learning' among their students population. There is enough research evidence that shows that the learning style of the students determines the extent of learning that takes place in them.
