Research students (MSc, PhD or higher studies)/ researchers or those on study leave from several underdeveloped countries go and study in developed countries for few or several years with certain funding arrangement and supervisor’s willingness.
Those who come back to their countries after completion of their studies mostly remain unable to establish higher level of research/ education programs and to develop the research environment in their countries.
What might be the major reasons behind this issue? How it can be solved to any extent?
The widespread of this phenomenon indicates that there is an actual well-designed arrangement behind the paralysis which hits students/researchers upon their return into their countries of origin.
To overcome the hurdles, the underdeveloped country must have free will to control its state of affairs. For such country, it will establish an authority that manages science, research, and development.
What scientists expect from this authority are resources or generous funding without heavy intervention in their fields of research interests. Research support has to be given to all those who seek it because in some underdeveloped “research centers”, there is unfair selection of who can go ahead whilst denying many of any progress… The story is a long one & I am sorry that I have to stop here.
I did not make this experience. At USP we had a number of very good students, who went overseas to make degrees (Masters and even PhD) and upon there return they very well contributed to good quality research also here. I feel that one aspect could be how well the academics are integrated in institutions in their home countries when they return. Often they are employed (if at all) at low levels, have to work up the ladder and have high teaching loads that prevent them from doing research. One also need to check how research funds are distributed: often the well established researchers get most of the funding and little is left for the new-comers. What could be done is research mentoring, giving young researchers a well established researcher at the side. In a modern research environment much is anyway done in teams and this should be strengthened...
