How to determine rotational Damping or Stiffness of water?

can any one explain the behavior of water like a rotational Damper and a rotational Spring?

suppose that i have a body with rotational acceleration (pitch and Roll) is there any way to determine rotational damping or stiffness of water in Pitch or Roll motion of a body?

The effect of water on the natural frequency is the same as addition of mass equal to the mass of the displaced water. The thumb rule would be that the natural frequency would decrease by a factor of 1.41.
