While Elsevier provides "Elsevier Journal Finder" which shows acceptance rate and editorial time in the search results, other publishers such as IEEE and Springer do not provide these information in their journal search results. Is there any online and free tool that provide such information for ISI journals? I am specially interested on some springer journals.

You can download some of the articles of that journal. Usually, the submit and accept time are included in the article. By some of them, you can make an average and get what you want.
Yes, that is true and gives us an estimate of the journal's editorial time. Although it is practically possible, it may take a considerable amount of time to compute editorial time of more than 10 journals using this method! Unfortunately, for many journals this is the only way to obtain an estimate of editorial time.
